| dc.description.abstract | Η Saudi Arabian Oil Company (Saudi Aramco), η οποία ενεργεί εκ μέρους των Εταίρων που απαρτίζονται από την Saudi Aramco, την Bahri (the National Shipping Company of Saudi Arabia), την Hyundai Heavy Industries Co. Limited και την Lamprell Energy Limited, ανέθεσαν τη Μελέτη και Αξιολόγηση Περιβαλλοντικών Επιπτώσεων (ΑΠΕ) της κατασκευής και λειτουργίας του Ναυπηγείου στην περιοχή του Ras Al Khair σε τρίτο, ανεξάρτητο μέρος, το Τεχνικό Γραφείο Περιβαλλοντικής Συμβουλευτικής (Environmental Consulting Bureau – ECB) σε συνεργασία με την RPS-Applied Science Associates (RPS - ASA). Η εν λόγω περιοχή βρίσκεται 80km βόρεια της βιομηχανικής πόλης του Jubail, στην Ανατολική πλευρά της Σαουδικής.
Σκοπός δημιουργίας του «υπερ-Ναυπηγείου» θα είναι να εξυπηρετεί την κατασκευή, τις εργασίες συντήρησης και επισκευής πλατφορμών/εξεδρών γεώτρησης και εξόρυξης, υπεράκτιων πλοίων υποστήριξης, καθώς και εμπορικών πλοίων (δεξαμενοπλοίων, φορτηγών και επιβατηγών). Οι σχετικές εγκαταστάσεις θα περιλαμβάνουν κτηριακή υποδομή, σταθμούς κατασκευής, εργαστήρια, κεντρικές και άλλες υπηρεσίες. Το παρόν έργο σύμφωνα με τη διαδικασία της Saudi Aramco Engineering Procedure (SAEP-13) έχει ταξινομηθεί ως έργο Category 3, δηλαδή ως ένα έργο που χρήζει ολοκληρωμένης μελέτης περιβαλλοντικών επιπτώσεων (Hejazi et al., 2009). Η συγκεκριμένη μελέτη αποφασίστηκε να διεξαχθεί κατά το στάδιο της πρότασης του έργου, ώστε να ληφθούν επαρκή και αποτελεσματικά αντισταθμιστικά και μέτρα πρόληψης για το στάδιο της κατασκευής και λειτουργίας του Ναυπηγείου. | el |

| dc.description.abstracttranslated | The Saudi Arabian Oil Company (Saudi Aramco), acting on behalf of The Partners (Saudi Aramco, the National Shipping Company of Saudi Arabia (Bahri), Hyundai Heavy Industries Co. Limited and Lamprell Energy Limited) has commissioned the Environmental Consulting Bureau (ECB) to undertake a third party Environmental Impact Assessment (EIA) Study for the construction and operation of a Maritime Yard project in Ras Al Khair, 80 km north of Jubail Industrial City in the Eastern Province of Saudi Arabia. The Maritime Yard shall cater to building, and maintenance, repair and overhaul (MRO) activities, of rigs, platforms and offshore support vessel as well as of commercial ships such as tankers and other transportation Vessels . The associated facilities to be created will include new buildings, fabrication areas, workshops, central services and other utilities.In conformity with Saudi Aramco Engineering Procedure (SAEP-13) the MAritime Yard Project has been classified as CategoryIII and hence requires a comprehensive Environmental Impact Assessment (EIA) prior to commencement of its execution. The main objective of this EIA is to assess in advance the impacts from the construction and operational phases of the proposed maritime yard project and to identify mitigation and control measures.
This EIA study has been prepared within the regulatory provisions of the Royal Commission for Jubail, Yanbu and Ras Al Khair (RC). The regulations of the RC as prescribed in the Royal Commission Environmental Regulations (RCER, 2015) apply as the project site is located within the industrial city of Ras Al Khair. Further, this EIA has been carried out in fulfillment of the partners' commitment to environmental protection as stated in their respective policies and standards.
In this respect, firstly the Legal & Regulatory Framework are presented, an extensive Project description is given and the Existing Environment conditions are discussed and assessed. In the following chapter, the project's environmental impact is outlined, based on relevant literature review and taking into account ECB 's studies and measurements. Closing, Environmental Management is proposed, as well as Mitigation measures. | el |
