dc.description.abstract	Οι λιμένες αποτελούν ουσιώδη κρίκο στο σύνολο της μεταφορικής αλυσίδας καθώς συνδέουν τις ροές θαλάσσιου και χερσαίου εμπορίου και επιβατών. Συχνά οι λιμένες αποτελούν το σημείο όπου συγκεντρώνονται αποστολές επικίνδυνων φορτίων, όπου βρίσκονται και λειτουργούν σημαντικά κέντρα παραγωγής χημικών και πετροχημικών, ή/και βρίσκονται κοντά σε πληθυσμιακά κέντρα. Είναι εμφανές ότι τρομοκρατικές επιθέσεις σε λιμένες μπορούν εύκολα να έχουν ως αποτέλεσμα σοβαρές διαταραχές των συστημάτων μεταφοράς και να αποτελέσουν αίτια σοβαρών επιπτώσεων σε παρακείμενες βιομηχανίες καθώς και να αποβούν σε βάρος προσώπων στον λιμένα ή από τον παρακείμενο πληθυσμό. Στις 31 Μαρτίου 2004 το Ευρωπαϊκό Κοινοβούλιο και το Συμβούλιο της Ευρωπαϊκής Ένωσης εξέδωσαν τον κανονισμό (ΕΚ) αριθ. 725/2004 για τη βελτίωση της ασφάλειας στα πλοία και στις λιμενικές εγκαταστάσεις. Ο κύριος στόχος του Κανονισμού αυτού είναι η θέσπιση και η εφαρμογή κοινοτικών μέτρων για τη βελτίωση της ασφάλειας στα πλοία που χρησιμοποιούνται στο διεθνές εμπόριο και στην εθνική θαλάσσια κυκλοφορία, και στις συναφείς λιμενικές εγκαταστάσεις από απειλές διάπραξης σκόπιμων παράνομων ενεργειών. Η υιοθέτηση του Κώδικα ISPS από την Ευρωπαϊκή Κοινότητα αλλά και από τη χώρα μας για την ενίσχυση της ασφάλειας των λιμένων αλλά και των πλοίων αποτέλεσε ένα σημαντικό βήμα για την ασφάλεια στην ναυτιλία. Με την παρούσα εργασία επιδιώκεται η μελέτη του σχεδιασμού σε εθνικό επίπεδο των αρμοδιοτήτων και δράσεων, για την ενίσχυση της ασφάλειας πλοίων, λιμενικών εγκαταστάσεων και λιμένων, προσαρμοσμένα στις διατάξεις του Κανονισμού (ΕΚ) 725/2004 και της Ευρωπαϊκής Οδηγίας 2005/65 του Ευρωπαϊκού Κοινοβουλίου και του Συμβουλίου. Επίσης, ο νομικός προσδιορισμός των υπόχρεων και η εφαρμογή εθνικών διαδικασιών και μέτρων για τη βελτίωση της ασφάλειας στα υπό ελληνική σημαία πλοία, που δραστηριοποιούνται στις διεθνείς μεταφορές και στην εθνική θαλάσσια κυκλοφορία, ως και στις λιμενικές εγκαταστάσεις και λιμένες που εξυπηρετούν αυτά, από απειλές διάπραξης σκόπιμων παράνομων ενεργειών. Αποτελείται από τρείς ενότητες. Η πρώτη ενότητα αναφέρεται το νομικό πλαίσιο, η δεύτερη ενότητα περιλαμβάνει αναφορά ενός σχεδίου ασφαλείας λιμένα και η τρίτη ενότητα παρουσίαση αυτού σε πραγματική υπόσταση.	el

dc.description.abstracttranslated	The ports constitute an essential link to the whole of the transportable chain as they connect the flow of the sea and the land commerce and passengers. The ports are often the point where are concentrating missions of dangerous cargos, where are and function important centers of chemical and petrochemical production, and are close to population centers. It’ s obvious that terrorist attacks at ports can easily have as a result important disturbances of the transportation systems and constitute a reason of important consequences at adjacent industries as also be against of persons at the port or from the adjacent population. On 31 March 2004 the European Parliament and the Council of the European Union published the regulation number 725/2004 for the improvement of the security on ships and the establishments of the ports. The main target of this regulation is the decree and the application of measures of the community for the improvement of the security on ships which are used at the international commerce and the national circulation of the sea and at the related establishments of the ports from the threats of doing intentional illegal actions. The adoption of the code ISPS from the European Community but also from our country for the reinforcement of the security of the ports but also of the ships constituted an important step for the security at the navigation. With the present work it is pursued the study of the planning of the competences and actions on a national level, for the reinforcement of the security of ships, establishments of the ports and ports, adapted at the provisions of the Regulation (EU) 725/2004 and the European Instruction 2005/65 of the European Parliament and Council. Also, the legal definition of the obliged and the application of national proceedings and measures for the improvement of the security at the ships under a Greek flag, which are active at the national transportation and the national Greek circulation, as well as at the establishments of the ports and ports which serve them from threats of doing intentional illegal actions. It is composed from three units. The first unit cites the legal border, the second unit has a report of a plan for the security of the port and the third unit has a presentation of the plan in real basis.	el
